Sheriff’s department announces transfer of sex offender to Oneida County

The Oneida County Sheriff’s Department is advising the public that a convicted sex offender who had been residing in Manitowoc County has been transferred to Oneida County.
According to a sheriff’s department press release, Mark P. Dlugopolski’s transfer of supervision was approved by the Wisconsin Department of Corrections on March 3.
Dlugopolski was released from prison on July 1, 2025 and has been residing in Manitowoc County since that time, the release notes.
“The Oneida County Sheriff’s Office has no legal authority to direct where a sex offender may live,” the release explains. “The Oneida County Sheriff’s Office role is to provide information to the public in an attempt to ensure safe neighborhoods when a sex offender is released or transferred into the community.”
Dlugopolski’s transfer to Oneida County was originally denied in July of 2025 due to not having a permanent residence. However, he recently purchased the property at 500 Sommer Lane in Pelican Lake, allowing for approval of the transfer, the release states.
Dlugopolski will be monitored by the Department of Corrections Probation and Parole Office in Rhinelander in correlation with the Oneida County Sheriff’s Office Sex Offender-Monitoring Program. Dlugopolski is a lifetime sex offender registrant and is subject to GPS monitoring for life.
According to the sheriff’s department, Dlugopolski was convicted in Manitowoc County of five counts of possession of child pornography.
“In this case Dlugopolski was in possession of multiple images and videos of unknown minor females engaged in sexually explicit behavior,” the release states. While on supervision, Dlugopolski is prohibited from having any unsupervised contact with minors.
