Four inmates charged following incident in Oneida County Jail

Four inmates in custody at the Oneida County Jail now face additional charges following an incident reported there last week.
According to a sheriff’s department report included in court records, the county dispatch center received an emergency call from the jail May 31, shortly after 10 a.m., about inmates refusing to go back in their cells. The four inmates identified in the incident included Jacob R. Bailey, 19, of Rhinelander, Nathan L. George, 30, of Rhinelander, Justin C. Helvey, 27, of Mount Olive, Ill., and Matthew S. Johnson, 20, of Rhinelander.
The report states that deputies were informed Bailey and Johnson had been “screwing around” and would not go back in their cells, and Helvey and George also refused to go back to their cells when asked. Bailey was back in his cell when two deputies arrived, while Helvey, George and Johnson were still out after numerous attempts to try to talk them back into their cells.
Helvey allegedly was agitated and punched the window facing the main secure pod. He also pounded his head into the glass in the same area and swore at the deputies.
The report further states that Helvey urinated in what appeared to be water jugs and a drinking cup, which he threw at the window and continued to yell profanities. The inmates were allegedly mooning the deputies and making obscene gestures.
Deputies sprayed a big can of pepper spray into the pod area where the inmates were located, according to the report, but the inmates used blankets and sheets to try to block the spray, which had some effect on them. The inmates had also ripped the phone off the wall and used the cord to hold the main secure pod door closed.
George and Johnson returned to their cells following a second attempt with a big can of pepper spray, leaving Helvey in a standoff. A member of the special response team fired pepper balls in Helvey’s direction to get him to return to his cell where he was secured, according to the report.
Helvey allegedly stated afterwards that he was upset because “he had not been asked nicely by jail staff to go into his cell.”
Helvey, who faces a felony count of failure to comply with an officer’s attempt to take a person into custody and misdemeanor charges of disorderly conduct, unlawful assembly, resisting an officer and criminal damage to property, appeared in court June 3 for an initial appearance when his cash bond was set at $10,000.
George, who faces a felony count of failure to comply with an officer’s attempt to take a person into custody and misdemeanor charges of disorderly conduct, unlawful assembly and resisting an officer, also made his initial appearance June 3 when his cash bond was set at $10,000.
Bailey, who faces misdemeanor counts of disorderly conduct, resisting an officer and violating the laws of a state or county institution, made his initial appearance Monday when his cash bond was set at $1,000.
Johnson, who faces misdemeanor counts of disorderly conduct, unlawful assembly and resisting an officer, made his initial appearance Monday when his signature bond was set at $1,500.
All four defendants are scheduled back in court June 27 for an adjourned initial appearance.
