The Wisconsin Department of Transportation (DOT) has released a preview of 2021 construction projects taking place on state and U.S. highways in the North Central Region. Construction schedules may fluctuate depending on weather conditions and crew availability. Once construction begins, the DOT provides weekly road construction updates.
The following projects are taking place in Oneida and surrounding counties. The entire preview can be found here.
Highway: US 51
Location: From Oneida County L to Rocky Run Road in towns of Cassian and Nokomis
Schedule: Work will start sometime between May and August and will last for about 6 weeks once started.
Cost: $829,745
Length: 3.5 miles
Project description: The top two inches of the existing surface will be removed and replaced with two inches of new asphalt.
Traffic impacts: Traffic will be controlled with flagging operations. Work will not be allowed from noon Fridays through 6 a.m. Mondays and;
Highway: WIS 17 (Carryover project from 2020)
Location: Pollyanna Road to WIS 70
Schedule: Summer 2021
Cost: $2,578,000
Length: 17.46 miles
Project description: This project consists of removing and replacing the top two inches of asphalt and replacing existing culverts.
Traffic impacts: Lane closures with flagging.
Highway: WIS 32
Location: Between Spirit Lake and Laurel Lake, east of Three Lakes
Schedule: Estimated for Spring 2021, before Memorial Day
Cost: $231,000
Length: .01 miles
Project description: This is an in-kind culvert replacement between Spirit Lake and Laurel Lake.
Traffic impacts: WIS 32 will be closed at the project location. Motorists will use a posted detour of WIS 32, US 8, US 45.
Highway: WIS 70
Location: From Morgan Road to US 51 in the town of Minocqua
Schedule: Construction is estimated to start in July and be completed in September 2021
Cost: $1 Million to 1.5 Million
Length: 1.4 miles
Project description: The existing pavement will be removed and replaced with new asphalt pavement. Curb ramps will be replaced and upgraded to meet current Americans with Disabilities Act (ADA) standards. Spot repairs will be made to the existing curb & gutter, traffic signals, and inlets. Signs will be replaced. Thermoplastic will be added at two snowmobile crossings.
Traffic impacts: Traffic will be reduced to a single lane in each direction. Holiday work restrictions include:

Highway: WIS 32
Location: From Forest Avenue in Wabeno to US 8 in Crandon
Schedule: Estimate start in late June/early July to October 2021
Cost: $4.5 million to $5.5 million
Length: 8.6 miles
Project description: Crews will pulverize the existing roadway and reuse for aggregate. Crews will then place 5 inches of asphalt and stabilize 400 feet of slope just north of Round Lake Road.
Traffic impacts: This work will be completed using single lane closures and flagging operations. Work is restricted during the following occasions:
Highway: WIS 64
Location: County P to Oconto County Line
Schedule: Spring to late Summer 2021
Estimated cost: Roadway: $2,900,000 Bridge: $389,000
Length: 10.78 miles
Project description: Remove and replace asphalt pavement and culvert replacements. A new concrete surface will be installed on the Wolf River bridge.
Traffic impacts: Single lane closure with flagging and temporary signals.
Highway: WIS 64/WIS52
Location: WIS 64 from US 45 in Antigo to Clover Road in Antigo
Schedule: Estimated start in mid-May to mid-October 2021
Cost: $1.95 million
Length: 4.1 miles
Project description: This project will remove and replace two inches of asphalt pavement on WIS 64 from US 45 to Clover Road. The bridge over Spring Brook will be replaced half at a time to maintain traffic.
Traffic impacts: Traffic will be maintained in one lane on the Spring Brook Bridge throughout construction. A 10-foot width restriction will be in place during construction. During paving operations, flagging will be used to control traffic. Holiday work restrictions:
Highway: US 51 northbound and southbound
Location: US 51 from the Lincoln County line in Pine River to County K in Merrill
Schedule: Estimated start in August 2021 with an estimated completion in November 2022
Cost: $13 - $14 million
Length: 6.8 miles
Project description: Improvements include removing existing asphalt surface and crushed concrete, then replacing with base materials and asphalt pavement. Other improvements include minor grading at median crossovers for traffic control, repaving maintenance cross overs and interchange ramps. Additional guard rail will be added on northbound US 51 at WIS 64 to provide for traffic safety.
Traffic impacts: Lane closures will be necessary during the fall of 2021 for the improvements to the shoulders and median crossovers. Construction operations in 2022 will be limited from the first week of July thru Labor Day to minimize impacts to travel on US 51. However, there may be short-term ramp closures during July and August. Crews will either manage traffic using single lane closures or will close one set of lanes on US 51 while the other side carries both northbound and southbound traffic. Motorists can expect some delays to occur, but delays will be managed thru limiting contractor operations at critical times. Detours for the interchange ramp closures will utilize the next interchange to reroute traffic.

Location: County Q bridge over US 51 in the town of Scott
Schedule: July 2021 through October 2021
Estimated cost: $650,000 - $700,000
Length: .156 miles
Project description: The project will include a concrete deck overlay of the County Q Bridge over US 51. It will also include work on the approaches to the bridge and guardrail replacement.
Traffic impacts: County Q traffic will be reduced to one lane and controlled with temporary signals. There will be no restrictions to US 51 traffic related to this project.
Highway: WIS 52, Business 51

Project description:
Traffic impacts: WIS 52 and Business 51 will be open to traffic with lane shifts; single and multiple lane closures.

Highway: WIS 153 (Carryover project from 2020)
Location: Old Highway 51 to East View Drive; Northbound and Southbound I-39 ramps at WIS 153; Mosinee
Schedule: Spring to late June 2021
Cost: $1,619,346.74
Project description: Work includes removing the top surface of the existing concrete pavement, repairing pavement cracks, and installing a new asphalt surface. Vehicle detection for traffic signals will be installed in the pavement on WIS 153 and the I-39 off-ramps. Curb ramps will be upgraded.
Traffic impacts: WIS 153 will remain open to traffic during construction. Traffic will be reduced to a single lane in each direction. I-39 northbound and southbound off-ramps may be closed up to three weekday nights each while on-ramps may be closed one night each. Closures may occur Monday through Thursday, between 9:00 pm and 6:00 am

Highway: WIS 107
Location: From WIS 153 in the town of Emmet to Town Road in Marathon City
Estimated Schedule: Late July 2021 to October 2021
Estimated Cost: $2 million to $3 million
Length: 8.5 miles
Project description: Work includes removing the top surface and replacing with asphalt pavement. Plastic liners will be installed in ten culvert pipes and one culvert pipe will be replaced. Guardrail will be upgraded, and new curb will be installed at the County N intersection.
Traffic impacts: WIS 107 will remain open to traffic. Single lane closures will occur with the use of flaggers. During culvert replacements, WIS 107 traffic will be detoured for up to 12 days using a posted detour of WIS 153, WIS 97 and WIS 29.
Highway: WIS 97
Location: From Black Creek in Athens to the Taylor County line
Estimated Schedule: Mid to late summer 2021
Estimated Cost: $1.3 million to $1.8 million
Length: 6.6 miles
Project description: Project will remove and replace the upper layer of asphalt pavement. Other improvements include widening the intersections of County F and County A, two culvert replacements and beam guard upgrades.
Traffic impacts: WIS 97 will remain open to traffic, but motorists can expect to encounter flagging operations.
