Man charged with sexual assault bound over in Oneida County Court

An Eagle River man has been bound over for trial in Oneida County Circuit Court on two counts of first degree sexual assault, a Class B felony. Richard S. Loppnow, 38, is accused of twice sexually assaulting a woman at his property last October.
According to the criminal complaint, the victim, Jane Doe, and a man she was with received a call from Loppnow who requested the pair drive to his residence on Oneida Farms Road in Eagle River October 28. Once there, Loppnow got into the vehicle with them and allegedly placed a sawed-off shotgun on the dash board and told them to drive to a different location on the property.
Jane Doe was told by Loppnow that she had to accompany him to the “shop,” to speak to someone named “Mikey.” Jane Doe and the defendant were alone in the shop where Jane Doe alleges she was first assaulted.
After allegedly being told to drive to another location, Loppnow took Jane Doe to a trailer on the property where she was reportedly assaulted a second time.
If convicted Loppnow could face a maximum prison term of 40 years on each count and 20 years maximum extended supervision.
He remains in the Oneida County jail on a $25,000 cash bond. Loppnow’s next court date is May 14, when he will enter a plea.
